The transition from paper Administration to electronic Administration: Background, current regulation, organization and implementation of procedures

Public Administrations have promoted in recent years the use of electronic means in their daily work, favored by the new technological enviroment that has been developed, in order to achieve a better service to citizens, governed by the principle of effectiveness proclaimed by the Article 103 of the Spanish Constitution. In this way, Electronic Administration is a useful instrument to transform Public Administrations and make them more effective, efficient and modern: it allows procedures to be simplified, reducing the use of paper and deadlines; reduce the administrative burden, achieve a more productive administration, provide citizens with greater and better access to public information; broadens the rights of citizens and allows full use of administrative services by citizens; avoid travel, as services are available at any time of the day, every day of the year, regardless of their geographical location. Regulatory changes have also contributed to these advances, given that the legal framework has evolved with the aim of making electronics the usual way of working for Administrations, thus adapting to the new reality. The introduction of electronic means in Public Administrations represents a great revolution for it, both from an external point of view regarding the communications, and from an internal point of view regarding the changes it entails for the administrative procedure and for citizens, due to the simplification of administrative procedures, and the ease of accessing information.
