The electricity network is a key piece, an essential resource, for developing a competitive electricity market without barriers to entry. Therefore, the third-party access rules, based on the principles of transparency and non-discrimination, will contribute to all the benefits of the opening of the electricity market. In the current energy scenario, especially with regards to the 2030 horizon, the legal framework of electricity networks must assume important challenges to make room for all technologies, on the basis of transparency and equal treatment criteria, and guarantee the electricity supply. In this paper, we examine the current governmental proposals, after several failed attempts since the year 2000, for a review of the regulatory framework for third-party access in the electricity sector. In particular, we see the regulatory changes for the generators and self-consumers who want access to the national electricity grid.
