The Public policies of protected housing in Andalusia: strengths, weaknesses and opportunities for improvement

Abstract

The present work intends to give some brushstrokes on public policies and the latest regulatory developments regarding protected housing in Andalusia. It offers an overview of the main instruments, plans and programs implemented by the legislator and the Andalusian Administration with the objective of satisfying the housing needs of people living in Andalusia and, in particular, of groups more vulnerable Once these public policies have been contrasted with social reality, it is evident that its implementation has not been as effective as it should be, with many weaknesses in the system and opportunities for improvement, if the social function of protected housing is truly protected and the access to it of the most disadvantaged groups.
