Abstract

The author, who had already made an important contribution some years ago on the subject of sanctioning procedures, now offers us this splendid monograph on the administrative complaint. The administrative complaint offers, therefore, a transversality of its own and characteristics of the classic figures and institutions of administrative law. However, as the author emphasizes, despite recognizing the improvements introduced in Law 39/2015, the administrative system still suffers from an insufficient and deficient general regulation of the complaint. The work presents a classic structure. Thus, the author dissects the study of the institution in three chapters; a first one on the delimiting conceptual elements, which, by the way, redirects them early on, to the objective and finalist elements; a second chapter dedicated exclusively to the subjective elements, that is, the "subjects" present in the institution; and a last chapter referred to the formal and procedural elements.
