Abstract

The author seeks to involve scholars and laymen in an endeavor to which he has been devoting his efforts for some time: the replacement of the documentation that this institution lost with the burning of October 1934 and that, with a thorough search in other archives, could be compensated. At the same time, it reveals the close relationship that existed between the Parliament and the Universities at certain moments in our history. The work begins with an introductory section, which gives an account of the background of the participation of representatives of Spanish universities in legislative bodies and its evolution from the Constitution of Cadiz to that of 1978. Next, an agile and interesting review of the different elections for senator for the University of Oviedo between 1877 and 1923 is undertaken. The transcendence of the chosen period is explicitly justified in the written text of the Lesson, with Professor Tolivar giving us outstanding examples of the crucial activity of those senators, who participated in the culmination of the codification, the approval of the long-lived Civil and Criminal Procedure Laws of the 19th century, the reception of the doctrine of public domain or the Law of Santamaría Paredes in administrative litigation.
