Abstract

If you think about the notes that characterize the evolution of Spanish administrative law, it is easy to verify that in the last decades of the XX at the same time that its constitutionalization and European legal integration took place. Like a consequence of both processes, a new model of the functions that the State with respect to society has been formed. Taking this observation as a starting point, this paper proposes a synthesis of the force ideas that currently characterize this field of Law. Special emphasis is on its programming function, and not only on the justification and control of administrative activity, and on its ongoing process of europeanization, which, ultimately, has to aim to the satisfaction of the right of good administration.
