Abstract

On March 14, as is well known, Royal Decree 463/2020 was approved, declaring a state of alarm for the management of the health crisis situation caused by COVID-19. This state of alarm affect the entire national territory, establishing measures that drastically restricted mobility. As a consequence, on March 18, 2020, a resolution was passed on a resolution on "authorization of the convocation of the permanent deputation in a situation of declaration of a state of alarm", which in turn is the result of the agreement adopted by the Bureau of the Parliament, on March 16, where by unanimity were adopted to "adapt the parliamentary ctivity of the House, with the suspension of the planned sessions during the time that the state of alarm lasts", and, specifically, "in order to continue with the indispensable parliamentary work, to convene the Permanent Deputation".
