Citizen participation in the rulemaking processes

State of play and future perspectives after the approval of the law 39/2015, of October 1, Spanish Administrative Procedure Act

Abstract

The object of this work is to analyze the legal development on citizen participation in rulemaking processes. Work focuses on the provisions of the Spanish Administrative Procedure Act adopted in 2015. After analyzing formulas of citizen participation under the current legal framework, we also propose improvements to achieve higher levels of participation.
