Abstract

The arrival of Internet and TIC in our lives has caused profound changes in social relations, to the point that their evolution is setting the pace for the development of different sectors of society. This process of (digital) change has intensified in recent months as a result of the restrictions and conditions imposed by the health crisis caused by Covid-19. In view of these conditions, the Goverment, taking advantage of the progress and consolidation of these among the population, has decide to sponsor the digitization process that, until now, was not having the planned effects, approving the “Plan España Digital 2025”. This Plan is intended, in part, to make up for the deficiencies detected before and during the pandemic, but also to face up to new challenges typical of an evolving society. However, one of the most imminent challenges that the government must take up is the reform of the administration, so that it becomes the reference point in this process of change, and to do this, it must start by adapting the legislative framework to design a truly digital Administration.
