On the expulsion of "defecting" deputies The bankruptcy of the Adelante Andalucía Parliamentary Group

Among the different instruments that have been put in place to address the harmful effects of defector behavior, the "Agreement on a code of political conduct in relation to defectorism in local corporations", which was signed on July 7, 1998 by most of the political forces that were then represented in Parliament, stands out above all others. An agreement whose last Addendum has just been incorporated, dated November 11, 2020, with the express purpose of extending the measures agreed until then to all levels of government, promoting urgent regulatory modifications, and, specifically, of the regulations of the Chambers. The express mention to the regulations of the chambers is not accidental, and the fact is that, in fact, and beyond those existing regulations of the figure of the non-attached deputy and his legal status, the parliamentary implications of trans-fugitivism and, specifically, the effectiveness of the measures of expulsion from the group, are an unregulated area in the vast majority of autonomous chambers.
