Abstract

The generalization of digital administration is leading to a decrease in citizens’ rights, especially when it imposes a duty to use electronic means of communication. Case-law has been quite relentless in enforcing the requirements arising from the electronic relationship. But a number of recent Supreme Court judgements show a change in trend, tending to make citizens’ compliance with the requirements more flexible and to tighten the requirements to be met by the Public Administration.
