During the last decade, the boom experienced by the tourist use of housing has caused a great urban, social, economic and cultural transformation in many cities of the world, especially in all the major European capitals, which has been accompanied by a huge legal controversy over the content of real estate law, the powers of urban planning, administrative control over this type of activities and the reconciliation of the requirements of the Services Directive with urban planning, in which until the ruling of the Court of Justice of the EU the public powers have almost always been the losers and now, in a radical turn, are fully reinforced, which requires analyzing the possible techniques of administrative intervention on this phenomenon.
