The enabling administration
the role of public administration in the new socio-economic order

This text was written to be read as an inaugural speech at the San Dionisio’s Royal Academy of Sciences, Arts and Letters, in Jerez, on 29 March 2022. It attempts to show how the role of public administration has changed over the course of this century as a result of three major crises: economic, health and military. Nowadays, government and the market must work together to achieve common goals. They cannot see themselves as enemies, but as partners. The enabling administration is a new stage of the guarantor state, which seeks to streamline and simplify the exercise of activities and rights by citizens.
