Abstract

Abstract: This paper analyzes the "professional public manager" satus, recently developed in Spain from the little provisions of the State “public employee Act". The paper expose the law regulation of the figure in the Autonomous Communities that have developed it. Likewise, it confronts critically this fragmented regional regulation with the keys based on the comparatve law and, particulary de OECD recomendations, which are also analyzed and from which Spain is generally quite far away.
