Abstract

The supply of electricity is an economic service of general interest. Transmission and distribution activities are subject to a regime of exclusive rights, while generation and commercialisation have been opened up to competition.

The sector is subject to intense regulation, the main objective of which is the guarantee of supply. However, regulation is driven by energy policy, which is increasingly conditioned by non-energy objectives.

The introduction of competition relies on the vertical disintegration of the sector, corporate unbundling, the right of access to networks and the organisation of a wholesale market. However, after almost three decades, the internal electricity market is still not fully effective.

At the same time, the sector is undergoing a profound transformation due to the policy of promoting renewable energies. The spread of self-consumption and distributed generation would call into question an electricity system that has hitherto operated in a centralised manner.
