Staffing table and wage bill
a local and legal tension that has barely been resolved

This article aims to reflect on the ongoing tensions between budgetary regulations and the general regulation of the civil service, allowing various organizational phenomena, such as the staffing table (RPT), to be diminished and burdened with complexity, overlooking the fact that proper human resource management inevitably leads to improved budgetary performance. The limitations imposed by the calculation of the total wage bill, and its even more restrictive interpretation, distort the institution under analysis, attacking its very essence to the point of being unrecognizable. Improving the distribution and utilization of personnel only becomes a programmatic objective if their evaluation consists of a generically agreed-upon pseudo-application of factors based on compliance with budgetary limits—a legal fraud through a simulated valuation that is never truly effective or objectively carried out.
