Abstract

The innovation, modernization or transformation of the public sector constitutes a basic requirement demanded by society in response to the irruption from a new paradigm of Administration to the intelligent, democratic public service and that needs to be legitimated day by day. Citizens demand their Administration effectiveness, efficiency, quality, and that guides and approximates the political decision and its activity to the citizens. And this in a dynamic environment, convulsive, complex and uncertain that forces him to face without delay modernization and change challenges.
