The Urban Planning Agreements in Andalusia

Although the Agreements have played an important role in urban planning management, it can not be ignored that the Urban Planning Agreements figure has a certain negative component, since it has served, on certain occasions, only as an instrument for the reclassification or requalification of certain areas.
In this work, after synthesizing the background that exists in the Spanish legal system, we propose a positive position towards the agreements, either in its interadministrative side or between the Administration and individuals in light of the current legislation, to be configured as a consensus formula or voluntary cooperation for the resolution of conflicts that are generated in a complex organization such as the city.
The relationship between the Contracts and the Agreements is also analyzed, especially in view of the recent incorporation of the inter-administrative agreements that have as their object an administrative contract, following the European directives, in the legislation of public administration contracts.
