It is known that The Statutes of Autonomy suffer a notable lack of deepening OB the regulation of this matter. In addition, that regulatio has never been applied at any point, becoming the Statute in dead letter in such aspect, is also a well-known reality in our Autonomous Community, because art. 4.4 of the Statute contemplated, in vain, the possibility that the Provincial Councils take charge of the management of peripheral services of the Autonomous Community. Consequently, beyond the increase of the competence areas of the Autonomous Community and the renewal of the basilar precepts in terms of funding, it was more than likely that the processes of statutory reform would have in the regulation of territorial organization a large area to spread out.
