REPORT: The Andalusian regulatory framework for emergency planning in the face of coastal pollution risk

Abstract

The Official Bulletin of the Junta de Andalucía (boja) no. 130, of July 2 2008, publishes the Agreement of June 10, of the Governing Council, by which the Emergency Plan is approved for the Coastal Pollution Risk In Andalucia.

With this Plan, the Autonomous Community outlines the institutional response of the Junta de Andalucía to the serious problems posed by pollution of the coast, undoubtedly a matter of singular importance in our territory due to the circumstances that concur in it, which make it especially vulnerable. In effect, as the approved norms and agreements remember, they are key factors: 1) the extension of the Andalusian coast, with almost 1100 kilometers in length, of which more than 300 kilometers are part of the Network of Protected Natural Areas of Andalusia; 2) the density of maritime traffic that happens in front of it; 3) the danger of some of the goods that are transported; 4) the important associated economic activity to the coast (fishing, commerce, aquaculture, tourism, ports and establishments industrial); 5) the urban centers located on the coast.
