policy responsibilities after the new Statute of Autonomy

The animal health regulation has been guided since 2003 by the current Animal Health Act, which enhances the coordinating and harmonizing role of the state in an area in which the Autonomous Regions have assumed powers in matters directly concerned (such as “livestock” and “Internal Health “). Specifically, the Animal Health Act allows that in certain circumstances especially severe for human health, the General State Administration can generally assume the exercise of all powers in the field of animal health and the necessary coordination between different administrations. But the reforms that have occurred since 2006 in the autonomy statute extending the powers of the Autonomous Regions in this area can sometimes lead to conflicts between the Animal Health Act and the new statutory provisions.
