This study looks at the problems in the emergence of a new Administrative Law with a global nature and which, essentially contrary to International Public Law, is questioning the classical theory of the sources of Law. The existence of rules and hearings produced by semipublic, hybrid and private entities and aiming to be generally relevant calls for a critical study by administrative law professors. In the present case this study focuses on underlining the importance of the general principles of law as central elements in the new global legal system so that it can be admitted into the framework of the Rule of Law.
