Note on some conflicting aspects of the representation and collective bargaining in Public Universities

The following paper deals with the rules, and lacks in the structure of collective bargaining in public universities, but beyond that it seeks to highlight the complexity of the university public employment system so that it can be described as efficient and can, even respond to the standard established structure, since the processes of interaction between strategic actors who take part in the system and that are crucial to the success of the university to implement public policies in the coming years may not be qualified as the most suitable.
