Abstract

Caught up in the vertiginous process of adopting measures aimed at comply with the European commitment to accelerate the reduction of the public deficit, the Junta de Andalucía has made recurrent use of the new way that the reformed Statute of Autonomy put in his hands: the possibility to implement “emergency legislation” through the figure of Decree-Law. From the month of March 2010 until this moment (September), there have been five Decrees – laws promoted from the regional Executive to face the delicate economic situation that we go through, and that include tax measures to cuts of spending, through the implementation of local investments whose resources they ultimately come from the state budget.
