Abstract

This work mixes history, historical and contemporary Administrative Law and Philosophy equally. But the author does not isolate them in watertight compartments, rather interweaves them as a brocade, to show the reader the why, when and how of our current administrative procedure, which has deep roots in Spain.

The work appears mounted on four great reflections, which, in the original interpretation of Prof. GONZÁLEZ NAVARRO, reach here, something that was already felt in his previous scientific production, the category of irrevocable dogmas, of doctrinal creed:
1. First, the understanding of Administrative Law in particular, and of legal science in general; 2. Second, the need to drink from History (mother of all human) to explain our public law; 3. Third, the need to break down the conceptual differences between administrative procedure and judicial process; 4. And finally, the conception of the administrative procedure as part of the legal regime of Public Administrations
