It is a fact that the resolution of judicial questions depends on an exercise interpretation, and different solutions are possible. This book obviously does not make any criticism, considering it inevitable. Its object to explain the phenomenon. The reading of this work clearly shows that this is what the author intends, based on the need to explain this reality.
