The scope of the so-called “budget veto” to the processing of Proposals of Law

The presentation, during the month of July, of two Proposals of law has generated an interesting debate about the limits and possibilities that the Executive has to prevent its processing in order to avoid the alteration of the budget balance. Specifically, and to mention them in chronological order in which were registered, such legislative initiatives were promoted by the parliamentary group "Podemos Andalucía" (Proposal of Law of Clear and Open Accounts for the Andalusian Public Administration) and by the Andalusian Popular parliamentary group (Proposal for a Law on Tax Measures in the Tax on successions and donations in Andalusia).
