The work, considerably extensive, is structured in three parts: first, based ine that the author calls the public information service; the second, the so-called passive information, that means the regime of the exercise of the right of access to said information by citizens through a request; and third, active information, that is, information that, for its public interest, must be disseminated or publicized by the Administration itself without need of a previous request or petition by citizens.
