The Social services after Law 27/2013, of December 27th, of rationalization and sustainability of local administration (LRSAL)

In order to introduce the criterion of financial sustainability, eliminate duplications and promote the private initiative in the field of services provided by municipalities, especially the social ones, the LRSAL raises important issues of constitutional, administrative and social nature. Announced the presentation of several constitutional challenges, some Autonomous Communities, such as Galicia, are preparing new rules with the aim to mitigate the impact of LRSAL in the social services currently managed by the municipalities. After analyzing the background and the process of elaboration and discussion of the LRSAL, the paper critically reviews the reorganization of powers that it intends to introduce in the field of social services.
