Abstract

As a general feature of the work, it is worth noting the detailed information on the evolution of the legal text since the first formulation of the preliminary draft until its publication as a law, through the prolonged parliamentary process (suggestions made in the appearances before the Constitutional Commission, accepted and rejected amendments, parliamentary debates ...), facilitating to reach a precise idea of ??the origin and vicissitudes of the text finally approved. In addition, the work includes at the end the full text of the Law 19/2013, which will undoubtedly facilitate the reading of the studies to the most restless readers.
