REPORT: The mechanisms of budgetary stability and financial sustainability. A step towards consolidating the state of autonomous communities

Abstract

The BOE (Spanish Official Gazette) of April 30, 2012 publishes the text of Organic Law 2/2012, of April 27th on Budget Stability and Financial Sustainability. The State of the autonomies has important challenges to overcome in these difficult moments since although the concern for the especially economic viability of the State of the autonomous regions  has been a constant in its evolution from the first moments, the current situation of economic and financial crisis seems have intensified it. Extreme voices cry out for their suppression to one side or the other - the centralism or disintegration that involves the independence of some or some of the territories-
