Abstract

Beyond the material restrictions imposed by the delicate economic situation we are going through, the freedom of real political configuration available to the government and the autonomous legislator is severely conditioned by the dense regulatory framework in terms of fiscal discipline in force in the State pf Autonomous Communities.
