Abstract

The work is developed in two planes. On the one hand, it addresses specific issues of a technical nature, from those related to the fundinf of the autonomous communities, to the problem of power distributions between them and the state, or the development of the autonomous administrations, their relations with local administrations, etc. With the usual rigor and clarity, the author describes the situations, points out the possibilities of reform to rectify the mismatches, also valuing them according to the political conditions of the environment. On the other hand, perhaps in the background, in coherence with the legal nature of the work, addresses the strictly political facet focusing on the problems posed from the Catalan perspective.
